National Defense Authorization Act (NDAA) covered-country and flow-down requirements ban federal agencies from purchasing or operating unmanned aircraft systems (UAS) — and their components — from covered foreign entities. The restrictions apply across DoD, DHS, and other federal procurement channels, and they extend beyond direct purchases to federal grants, contracts, and cooperative agreements.

It's a component-level rule, not a drone-level rule
The most common misreading of the NDAA restrictions is treating them as a ban on finished aircraft from covered manufacturers. They aren't just that. Individual components — motors, propellers, airframes, structural parts — are covered, and compliance is required at the component level, not just the system level.
That means a drone assembled in the US by a US company can still fail compliance if a single covered-entity part is on its bill of materials. For most FPV and Group 2 platforms, the propeller is one of those parts: US programs overwhelmingly designed around Gemfan- and HQProp-class tri-blades that are no longer sourceable under NDAA flow-downs.
Flow-downs: how the ban reaches subcontractors
Prime contractors don't absorb these restrictions alone — they flow the requirements down to their suppliers. If you sell a subassembly to a prime on a federal program, your components inherit the same compliance bar. That's why component makers and integrators far from any direct federal contract are still being asked for country-of-origin and supply-chain documentation on parts as small as a propeller.
The regulatory direction of travel
The NDAA restrictions didn't arrive alone.
