"NDAA-compliant" appears on a lot of product pages. For a procurement or compliance team, the label alone isn't evidence — compliance is required at the component level, and it has specific, checkable requirements. Here is what a propeller has to satisfy, and what to ask a supplier before you put their part on a federal program.
The four requirements
- Manufactured by a non-covered entity. The manufacturer must not appear on the FCC Covered List or be a subsidiary of a covered foreign entity — and that applies to the final assembler and all upstream suppliers.
- No covered-entity components anywhere in the supply chain. Every sub-component, raw material, and intermediate product must be traceable to non-covered sources.
- Full material traceability and provenance documentation. Lot numbers, material certificates, supplier declarations, and chain-of-custody records that prove compliance at every tier.
- Manufactured in a compliant facility. The production facility must not be owned, operated, or controlled by a covered foreign entity.
A US label is not a US supply chain
The trap in component compliance is the sub-tier: a US-molded propeller using resin or reinforcement from a covered entity is not compliant. Verification has to go below the finished part — to where the polymer, fibers, and inserts came from — not stop at where it was molded or who sells it.
Questions to put to any propeller supplier
- Where is the propeller molded, and who owns that facility?
- Where do the resin and fiber reinforcement come from, and can you document it?
- What traceability records ship with the part — lot numbers, material certs, supplier declarations, chain of custody?
- Are any suppliers in the chain covered entities or subsidiaries of covered entities?
A supplier engineered for compliance should answer all four without hedging. If the answers stop at "made in the USA," keep asking.
